On February 5, 2004 Ha-Aretz reported, "Trade and Industry Minister Ehud Olmert has decided that his ministry will soon started levying fines on businesses that employ Jews on the Sabbath. Olmert said yesterday that in light of a recent legal opinion, he has realized that there is little choice but to reimpose fines. The ministry employs four Druze inspectors who visit businesses on the Sabbath. The inspectors send their reports to the legal department, which dispatches the fines. When he first took up his position, Olmert acquiesced to a request by Justice Minister Yosef Lapid not to issue any more fines, though the inspectors continued in their work. Then-attorney general, Elyakim Rubinstein, however, said the fines must be imposed since the political level is not allowed to order someone to evade the law."
