On September 9, 2004 Register-Pajaronian reported, "Kevin Clouse, 17, spent the Labor Day weekend in the sun, but he was not at the beach. Instead, he was gluing decals to Watsonville storm drains in an effort to raise awareness about dumping waste into Salsipuedes Creek. Clouse, an 11-year Boy Scout from the Watsonville Buddhist Temple Troop 558 led by Michael Driscoll, glued 400 decals to drains in several neighborhoods from East Lake Avenue to Freedom Boulevard, telling people not to dump into the drains. The decals, in both Spanish and English, replace painted street signs prohibiting dumping, many of which have faded beyond recognition. Unlike household wastewater, storm drains drain directly into creeks and nearby rivers."
