On January 5, 2003 the San Francisco Chronicle reported that "mosques around the Bay Area will begin holding forums to help men who must comply with federal mandates to register at Immigration and Naturalization Service offices better understand their rights and the process. Immigration lawyers and activists are organizing the informational session to help residents in Northern California who are male, age 16 years and older, entered the country before Oct. 1 and hold temporary visas, said Helal Omeira, spokesman for the San Jose chapter of the Council on American Islamic Relations."
