On November 6, 2003 The Canadian Jewish News reported, "Ethnic communities have nothing to prove to anyone about belonging in Quebec, the provincial minister of immigration and relations with citizens has told Canadian Jewish Congress. David Birnbaum, executive director of Congress’ Quebec region (CJC-Q), said he welcomed Michelle Courchesne’s comments, which she made during recent talks with cultural community groups in Montreal... Courchesne met last month with CJC officials to discuss the 'action plan' on immigration, integration and intercultural relations that the ministry plans to launch in March 2004...Birnbaum said Courchesne’s message was clear: that pluralism must prevail in a multicultural Quebec."
