On July 15, 2003 KXTV 10 reported that "the trend in crime of targeting victims based on hate is going back down in California, the state Attorney General announced Tuesday morning... In the months after the September 11 terrorist attacks, hate crime spiked across the U.S. and the state, going up nearly 30 percent in California. Last year, however, hate crimes in the Golden State fell by nearly 27 percent, Attorney General Bill Lockyer said. That category includes victims of Arab or Middle Eastern descent."
