On March 8, 2002, The Press Democrat reported that "a controversial proposal to build a religious school and monastery in the Ukiah Valley [California] cleared its first hurdle Thursday when the Mendocino County Planning Commission approved the project's environmental impact report... It is the third try in 14 years by the Dharma Realm Buddhist Association to build an International Institute of Philosophy and Ethics at its headquarters, the City of 10,000 Buddhas, in Talmage... The institute would be a graduate school teaching religion and a place for meditation and study for monks and nuns. It would be located east of the temple, on land already owned by the Buddhist association... The City of 10,000 Buddhas is a worship center and home to elementary and high schools, a university and a vegetarian restaurant."
